Isabela State University (ISU) Cauayan Campus co-hosted the Seminar-Workshop for Early Childhood Educators 2026, in partnership with the Philippine Normal UniversityโNorth Luzon (PNU-NL), Commission on Higher Education Region II (CHED R02), Department of Education Region II (DepEd R02), and the Early Childhood Care and Development (ECCD) Council, at the ISU Cauayan Amphiteater, May 5.
The two-day professional development activity convened educators, administrators, and stakeholders to strengthen early childhood education practices and inter-agency collaboration.
ISU Cauayan played a key co-hosting role in the conduct of the program. ISU Cauayan Executive Officer Prof. Marisol S. Foronda, PhD, welcomed participants and acknowledged the presence of partner agencies and delegates.
Prof. Agnes S. Reyes, PhD, Executive Director and Provost of PNUโNorth Luzon, delivered the opening message, while Prof. Leticia N. Aquino, PhD, presented the seminar-workshop objectives and framework.
A video message from former Budget Secretary Amenah F. Pangandaman highlighted the role of education investment in national development.
Messages of support were delivered by Dr. Benjamin D. Paragas, Director IV of the Department of Education Region II (DepEd R2); Prof. Boyet L. Batang, PhD, President of Isabela State University (ISU); and Dr. Julieta M. Paras, CESO III, Regional Director of the Commission on Higher Education Region II (CHED R2).
Prof. Bert J. Tuga, PhD, delivered a message of support prior to the keynote address, introduced by ISU Vice President for Academic Affairs Prof. Precila C. Delima, PhD. The keynote address was delivered by Hon. Ricmar P. Aquino, PhD, Commissioner of the Commission on Higher Education.
ISU Cauayan further strengthened its co-hosting role during the technical sessions, which covered child development, emotional learning, inclusion and equity, and health and safety. Resource speakers included Ms. Michelle Grace A. Macaspac, Prof. Dr. Marites A. Balot, Dr. Adelaila J. Leaรฑo, PhD, and Dr. Carlino G. Santos.
The program proceeded to a general assembly led by Prof. Dr. Leticia N. Aquino for the organization of the Society of Early Childhood Educators and the presentation of its by-laws, highlighting the continued collaboration of ISU Cauayan with PNU and partner agencies in advancing early childhood education.
