Isabela State University (ISU) Cauayan Campus welcomed JCINSP Susan T. Encarnacion, District Jail Warden of the Bureau of Jail Management and Penology (BJMP), together with her team and Dr. Garry G. Galutera, Special Consultant to the Office of the City Mayor, for a courtesy visit and coordination meeting aimed at strengthening collaboration on extension and training initiatives for Persons Deprived of Liberty (PDLs) at the Cauayan City Jail, July 20.

The delegation was warmly received by Prof. Marisol S. Foronda, PhD, Cluster Executive Officer of ISU Cauayan Campus, and Assoc. Prof. Nancy G. De Leon, DME, Director for Extension and Training Services (ETS).

The meeting centered on identifying responsive extension programs and capacity-building initiatives that the university can extend to PDLs, reflecting ISU’s role in advancing community engagement, social responsibility, and inclusive development. Among the proposed interventions were skills development, livelihood training, values formation, entrepreneurship, and other educational programs aimed at equipping PDLs with practical competencies and supporting their successful reintegration into society.

Both ISU Cauayan and the BJMP expressed optimism about the partnership, recognizing the transformative role of education and extension services in providing second chances and promoting personal growth among PDLs.
