Recognizing a legacy defined by bold reforms and visionary governance, the City Government of Cauayan honors Prof. Dr. Ricmar P. Aquino, former President of Isabela State University (ISU), for his transformative leadership in public higher education, June 12.

Aquino graced the cityโ€™s 127th Independence Day celebration as guest of honor and was formally awarded a Plaque of Recognition during the flag-raising ceremony held in front of the City Hall. The city lauded his decisive role in elevating ISU into a globally engaged, research-driven institution with strong community roots.

His commendation is solidified by Resolution No. 2025-097, unanimously adopted by the Sangguniang Panlungsod on May 27, 2025. Authored by Hon. Garry G. Galutera, the resolution applauds Aquinoโ€™s โ€œexemplary leadership and outstanding serviceโ€ to education and public service.

Aquino launched his academic career as a Teacher I at Cauayan Polytechnic College in 1995. Over the decades, he steadily climbed the academic ranks, ultimately spearheading ISU as its sixth president. His term ushered in major advancements in infrastructure, curriculum modernization, international collaboration, research productivity, and extension services.

Under his direction, the ISU Cauayan Campus was significantly strengthened, and the universityโ€™s programs were strategically aligned with regional development and global standards. His efforts dramatically expanded educational access for the youth and local communities.

The members of the City Council formally conferred the Plaque of Recognition during the program themed โ€œFreedom, Future, History.โ€ A copy of the resolution was also transmitted to the Office of the ISU President for record-keeping.
