The Isabela State University (ISU) Executive Committee convened to address critical systemwide priorities spanning finance, infrastructure, governance, and academic internationalization at ISU Cauayan Hostel, December 11.

The meeting was attended by University President Prof. Dr. Boyet L. Batang; Vice Presidents Prof. Dr. Hilda A. Manzolim for Administrative and Finance Services; Prof. Dr. Isagani P. Angeles, Jr., for Planning and Development; Prof. Dr. Precila C. Delima for Academic Affairs; and Prof. Dr. Orlando F. Balderama for Research, Development, Extension, and Training. Cluster Executive Officers Dr. Artemio A. Martin, Jr. (Echague); Dr. Jane G. Cabauatan (Cabagan); Dr. Marisol S. Foronda (Cauayan); and Dr. Alfonso R. Simon (Ilagan), along with Campus Administrators Dr. Oscar G. Bangayan (Angadanan), Dr. Edgardo B. Sario (Jones), Dr. Emerson V. Barcellano (Roxas), Dr. Drolly Claravall (San Mariano), and Dr. Rosalie C. Leal (San Mateo), and Campus Coordinator Dr. Melito D. Mayormente (Santiago Extension Unit), were also in attendance, ensuring comprehensive representation in decision-making.

A significant portion of the discussion focused on the universityโ€™s financial matters, including obligations, fund releases, Collective Negotiation Agreement (CNA) incentives, Service Recognition Incentives (SRI), and excess pay, with officials examining current fund utilization and planning disbursements to align with institutional goals. The committee also evaluated infrastructure projects, monitoring progress and identifying areas requiring urgent attention, with updates provided on ongoing campus facilities, the Dairy Project in ISU Cabagan, and overall campus upkeep, highlighting the universityโ€™s initiative to create safe, functional, and sustainable learning environments.

In matters of governance, the meeting reviewed communication protocols, the status of Audit Observation Memoranda (AOMs) and disallowances, and steering committee operations, emphasizing transparency, accountability, and efficient management across campuses.

The committee further addressed academic internationalization, including the institutional realignment under the Office of the VPAA and the processing of foreign travel requests, and deliberated on the recognition of faculty advanced degrees to ensure proper acknowledgment of scholarly achievements.
