The Philippine Statistics Authority (PSA) Isabela Provincial Statistical Office convened local government units (LGUs) from across the province for a three-day Training on Basic Statistics for Local Government Units, February 18–20.

The initiative aimed to sharpen statistical proficiency and reinforce evidence-based governance at the local level. To fortify the technical sessions, the PSA Isabela Provincial Statistical Office tapped academic experts from Isabela State University (ISU) to serve as resource lecturers.

Assoc. Prof. Arnold T. Pascua, PhD, Director for Planning and Development, unpacked the foundations of Measures of Central Tendency and Measures of Dispersion. Through lucid explanations and applied demonstrations, he translated statistical theory into operational tools for local planning, fiscal programming, and policy diagnostics. Participants were guided in navigating mean, median, mode, range, variance, and standard deviation not as abstract computations, but as instruments that contour development priorities and resource allocation.

Complementing the technical groundwork, Prof. Liezl Joy L. Quilang, PhD, Director for Academic Affairs, led the session on Interpreting Statistical Results. She underlined the imperative of contextual reading, analytical vigilance, and ethical responsibility in handling public data. Her lecture emphasized that statistics are not merely numerical outputs but narratives that influence governance decisions, public perception, and institutional credibility.

Throughout the program of activities, participants engaged in hands-on exercises, scenario-based analyses, and collaborative discussions tailored to local governance contexts. The training foregrounded accuracy, accountability, and discernment, which are core elements in cultivating a robust statistical culture within LGUs.
