Ricky D. Sinfuego Jr., a fourth-year Bachelor of Secondary Education major in Filipino student, placed fourth in the Dagliang Talumpati of the PASUC National Culture and the Arts Festival 2026 at the Center for Teaching Excellence Main Hall of West Visayas State University, April 9.

Sinfuego competed against 16 participants from state universities and colleges nationwide, representing different regions across the country. He delivered an extemporaneous speech on the valor of culture amid modernization.

Guided by his coaches from the College of Education, Mr. Reden A. Calipjo and Dr. Kenneth B. Lantano, Sinfuego secured a top-four finish in one of the festival’s major speaking events.
