Isabela State University (ISU) Cauayan Campus and the City Government of Cauayan formalized a strategic three-year partnership to broaden access to English language assessment review programs and equip local constituents with the competencies needed to compete in the global workforce, August 3.
The collaboration was formalized through the signing of a Memorandum of Agreement (MOA), signaling a unified initiative to expand access to quality language education and advance Sustainable Development Goals (SDGs) 4 (Quality Education), 5 (Gender Equality), and 17 (Partnerships for the Goals).
The initiative will provide qualified beneficiaries with free review sessions for internationally recognized English proficiency examinations, including the IELTS, TOEIC, TOEFL, PTE, and OET, enabling participants to pursue overseas employment, higher education, and international professional opportunities with greater confidence.
Leading the ceremonial signing was Cauayan City Mayor Hon. Caesar “Jaycee” S. Dy Jr., alongside campus and local government officials who emphasized the importance of collaboration in building a future-ready workforce. Joining the ceremony were Prof. Marisol S. Foronda, PhD, Cluster Executive Officer; Assoc. Prof. Nancy G. De Leon, DME, Director for Extension and Training Services; Prof. Liezl Joy L. Quilang, PhD, Director for Academic Affairs; Assoc. Prof. Ryan P. Salviejo, Director for Public Relations, External Linkages, and International Affairs; Atty. Divina Joy Ventura-Gonzales, Public Employment Service Office (PESO) Manager; Atty. Reina Consorcia M. Santos, Smarter City Officer; and Ms. Czarah Jane S. Dy, City Administrator.
Beyond preparing participants for English proficiency examinations, the partnership harnesses the campus’ expertise in extension and knowledge transfer to deliver structured training modules, interactive learning sessions, and impact-driven community programs. ISU faculty extensionists, researchers, and students will spearhead the delivery of the program, while the city government will mobilize participants, provide logistical support, and ensure the sustained implementation of the initiative.
Anchored on the principles of inclusive education and strategic collaboration, the partnership demonstrates how academic institutions and local governments can work together to advance sustainable development. The initiative is expected to broaden access to quality learning while preparing residents to thrive in increasingly global and competitive environments.
